What these people do is to redirect google BOTS to another high PR site (ie. PR7 site), and if its not googlebot, they show their normal web page. The result is a webpage with high PR. But these are fake PR. You don't really get benefit from this one.
They might be offering it at $50 or even $300 a month but in reality, these are worthless links.
